In the year 2008, 110 245 people were rescued as a result of search-and-rescue works and fire extinguishing.
The number of emergencies reduced by 13.4%, in comparison with the year 2007. The number of perished reduced by 12.8% which is 657 additionally saved people’s lives.
The number of fires declined by 5.3%, the people’s deaths—by 5.4% (868 people).
The death of people on water bodies fell by 14.8% (1142 people).
In 2008, the rescuers EMERCOM of Russia took part in emergency response of big accidents among which were:
1 October a big catastrophe occurred in the secondary school in the village Belyaevka, where the facade wall and several staircases collapsed. As a result, five 11-formers perished, four more people, including three children were injured. The rescuers released 11 people from under the debris.
14 September, in the suburbs of Perm city, in the railway area, the Boeing-737 crashed when it was approaching the land. By means of EMERCOM of Russia the collecting point of relatives of the perished people and the point of psychological aid were arranged in the airport area.
Large-scale humanitarian aid operation to the People's Republic of China was conducted to eliminate the consequences of the destructive earthquake, which occurred in May 2008.
In China, the psychologists EMERCOM of Russia were the part of the Russian group of rescuers and doctors for the first time in the history of international rescue operations. 300 people, including 250 children received help for the 2 weeks of their work there.
The humanitarian catastrophe in South Ossetia, which suffered as a result of Georgian aggression, was prevented. During the armed conflict elimination more than 18.5 thousand of tones of humanitarian cargo, including food, medicine, construction supplies were delivered to the Republic. More than 2700 explosive objects were found and neutralized by the pyrotechnic subdivisions EMERCOM of Russia. About 400 sq.m. of housing was restored, the work of bread-baking plant, schools, hospitals, main systems of the utility-industrial structure were restored.
In the year 2008 international rescue and humanitarian operations were conducted in 27 countries: Tajikistan, People's Republic of China, Moldova, Kosovo, Bolivia, Myanmar, Palestina, Ukraine, Transdniestria, Cuba, Kirghizia, Serbia and others.
More than 13 000 flights were made and more than 19 thousan tones of cargo was delivered by the aircraft EMERCOM of Russia while conducting emergency relief operations.
According to the activities’ results the best territorial bodies EMERCOM of Russia were defined: North Western Regional Center EMERCOM of Russia and the Chief Directorate of the EMERCOM of Russia for the Astrakhan Region.
Financial assets reserve was founded in the Subjects of the Russian Federation for emergency relief with the total sum of 18.9 billion rubles and material assets with the total value of 6 billion rubles.
National Center for Crisis Management (NTSUKS) EMERCOM of Russia started full service operation. The trans-regional NTSUKS are being created in the Southern, Siberian and Central regional Centers, which are now ready for the experimental operation as part of NTSUKS.
The development of the system All-Russian Complex System of Informing and Alerting Population is going on. At present, as part of the All-Russian Complex System of Informing and Alerting Population, 25 information centers, 75 points of street alert and informing of the population and more than 340 points of street alert and informing of the population inside the buildings in 28 cities of Russia.
As part of the Federal Target Program “Reducing risks and mitigation of emergencies of natural an technogenic character in the Russian Federation up to the year 2010” the works on development of the systems of monitoring and forecasting emergencies, as well as seismic observation and tsunami prevention were organized. The building of the Coordinating Forecasting Center (RAS) and the Kamchatka Coordinating Forecasting Center of Tsunami (Hydrometeorology and Environmental Monitoring Agency) is being held.
Prototype area of informing and alerting the population of the 14 tsunami-prone settlements with the use of the All-Russian Complex System of Informing and Alerting Population was created in Kamchatka.
The implementation of agreements between the EMERCOM of Russia and the Subjects of the Russian Federation, as well as records and joint plans on the development of the material and technical resources of fire- and rescue services on the territory of the subjects of the Russian Federation was organized. 30.7 billion rubles were appropriated and spent, the building of 6 residential homes ha begun, 85 fire departments and stations were built, 1050 items of fire and rescue equipment were bought, including the part of the Federal Target Program “Fire safety in the Russian Federation in the period up to 2012”, the implementation of which began in 2008, 37 new fire stations were built and more than 540 were repaired (reconstructed), more than 840 items of fire equipment were bought. The implementation of this program will enable to reduce the number of people’s deaths twice and to decrease the economic damage caused by them by more than 40 billion rubles a year.
Further development of search-and-rescue units is impossible without the use of modern high performance technology, including the aircraft technologies to rescue the road-accident victims. EMERCOM of Russia, together with MIA of Russia and the Ministry of Public Health and Social Development of Russia plan to arrange patrolling on the main Federal highways.
In 2008 Federal laws “About technical rules of procedure “General Fire Safety requirements”, about amending legislative acts “About Fire Safety”, “About search-and-rescue units and the status of the rescuer”, as well as a number of acts of the President and the Government of the Russian Federation which are referred to the sphere of activities of the Ministry, were passed.
A purposeful work is being conducted on disposing of extra administrative barriers on the way of entrepreneurial business development, on creating favourable conditions of management for the small and medium-sized businesses, simplification of supervisory procedures, elimination of corrupt practices.
The number of licensable types of activities in the field of fire safety was reduced from 8 to 2. The change from the compulsory certification to the system of safety declaration is being made.
The active work on civil defence readiness improvement program was conducted throughout the year.
The number of protective shelters, ready to meet the harboured, increased. 1108 protective shelters were returned to government property. The building of 36 protective shelters was over.
More than 39 mln. people were prepared, with the use of different forms of training, on the problems of civil defence, emergency relief and fire safety. More than 40 thous. of key personnel and specialists were retrained. More than 15 mln. of pupils and students studied the life safety fundamentals in secondary schools and professional institutions.
Social security of the EMERCOM of Russia employees was improved. Last year, 1482 families of the EMERCOM employees were provided with housing. The departmental special-purpose programme “Provision of housing for the military men of Civil Defence forces, the Federal Fire-Fighting Service, rescuers and Federal State civil employees EMERCOM of Russia in 2008-2010” was passed. By the year 2010 it is planned to provide with housing all the military men, who need it, and by 2012—all the Federal Fire-Fighting Service employees.
The first stage of the modern clinic ¹2 of the All-Russian Center of Emergency and Radiation Medicine EMERCOM of Russia in St. Petersburg was created. Moreover, the branches of this Center are planned to be created in the Central, Southern and Siberian Regions.
Priority orientations of the EMERCOM of Russia activities in the year 2009:
Contingency Plan Administration development on the basis of NTSUKS resources and possibilities usage;
Development of the All-Russian Complex System of Informing and Alerting Population in the places of mass stay of people in the Subjects of the Russian Federation;
Reduction of emergency risks, increasing the safety of being of critical importance objects, population and territories, emergency monitoring and forecasting system development;
Completing the activities on the Plan of building and development of the forces and facilities EMERCOM of Russia for the years 2007-2010 and for the period up to 2020 on creation of military rescue units of level readiness, expanding the range of the use of Civil Defence and Fire-Safety forces;
The development of the material and technical resources in the system EMERCOM of Russia;
Development of State Supervisory System within the competence EMERCOM of Russia, taking into account the introduction of the independent evaluation of risks in the field of fire safety and providing life-sustaining activities of the population—safety audit;
Providing social security for the military men of Civil Defence forces, rescuers, employees and workers of the EMERCOM of Russia system.
