Over 700 people carrying out search operations at SuperJet crash scene in Indonesia

Over the past twenty four hours rescuers of EMERCOM of Russia together with foreign colleagues have searched and collected victims’ remains and fragments of the plane. Besides, operations started the day before to provide a safe descent with alpinist gear from the left side of the accident scene into a canyon, where large fragments of the aircraft lie.

At the moment the operation involves 711 people and 11 units of equipment, including 84 people and 7 units of equipment, 4 aircrafts among them, from Emergencies Ministry.

Aircrafts are used for air reconnoitering and air support of search operations. The day before Bk-117 helicopter alone carried out 9 flights to deliver rescuers. Now rescuers are descending up to 500 meters down from the mountain top using alpinist gear. Rescuers are working in groups, one of them consisting of Russian and Indonesian rescuers are going round the mountain trying to go down the canyon. The rescuers lift the remains of victims and fragments of the plane on top of the mountain and only then a helicopter evacuates them.

The operations are complicated by the adverse weather conditions. At the moment it is raining in the area of a SuperJet crash.

Emergency psychologists are working on the spot, taking care of relatives and colleagues of the victims. The psychologists have received a total of 158 appeals for help starting from the moment of catastrophe.

Today EMERCOM Il-76 plane took off for airport in Mineralnye vody to transport injured in Stavropol Territory

The Emergency Ministry jet will deliver two special medical modules, rescuers, doctors and psychologists of EMERCOM who will accompany the injured during the flight.

On 13 May 2012, at 12:10 p.m. Moscow time a road accident occurred in village Inozemtsevo near Zheleznovodsk involving two buses (MAN and PAZ) and a car VAZ 2107. The PAZ bus fell into a ditch and turned over. The bus was on its way to Zheleznovodsk for Russian children’s art competition “Legendy Kavkaza” (Legends of the Caucasus). There were 21 people aboard, including 17 children, 3 adult attendants and a driver. All 21 people were injured, 4 died (2 of them children), 17 were taken to the City Hospital �1 in Pyatigorsk (including 15 children).

100 people and 28 units of equipment, including 52 people and 8 units of equipment from EMERCOM are dealing with the accident.

Over the past 24 hours forces and facilities were redeployed to the crash scene where the base camp is located, rescuers joined the search operation.

There are adverse weather conditions in the area which prevent the use of aviation.

The Emergency Ministry psychologists continue providing all necessary aid to the relatives of victims of the Sukhoi SuperJet-100 in Indonesia.

In Moscow 11 psychologists of the EMERCOM Center for Emergency Psychological Aid are accompanying the victims’ relatives at all stages concerning organizational issues and one more group is working in Indonesia on the victims� colleagues.

At present psychological assistance has been needed in 100 cases, most of them refer to information-psychological support.

A coordination meeting has been held, tasks are identified in search-and-rescue operations and rendering assistance to Indonesian colleagues.

Permissions have been received to arrange communication and aviation operations at the crash scene.

EMERCOM of Russia is planning to use a Russian technology “Globalny radius”.

The point of the technology is a transport EMERCOM plane Il-76TD delivers to an emergency site in any part of the world a light helicopter Bo-105 which then used to fly over the affected area to determine quickly the size of the disaster, damage and needs of the population in humanitarian aid.

The helicopter carries a group to assess the impact of the disaster. They can make a quick evaluation of the effects and report it to UN.

The following operation will be based on this evaluation. The request for this technology can be made both through the UN and through the immediate request from the affected state. The procedure to organize the use of this technology takes place in accordance with documents on organization of help by RF to foreign state.

The coordinator in preparation of such operation is EMERCOM of Russia.

The second EMERCOM Ilyushin-76 landed in Jakarta (Indonesia) at 11:10 (Moscow time).

The second aircraft delivered 25 people of the special squad Leader, a helicopter Bk-117, a vehicle and rescue tools.

In the near future Russian rescuers are going to join the search-and-rescue operation and render assistance to their Indonesian colleagues.

It should be recalled that the first EMERCOM Il-76 landed in Jakarta airport on 12 May 2012 at 6:35 (Moscow time). It delivered a task force, rescuers and equipment.

Diving competition takes place in Voronezh diving school from 10 to 17 May 2012

Diving competition with participation of professional diving organizations no parts of EMERCOM system and training and methodological muster for diving specialists and diving doctors of EMERCOM in 2012 will take place from 10 to 17 May 2012 in Voronezh diving school after the Hero of the Soviet Union M.I. Avramenko of DOSAAF of Russian in Vovronezh.

The competitions are dedicated to 130^th anniversary of diving in Russia and conducted to improve skills to carry out underwater search-and-rescue and technical operations, to master advanced methods of using diving technologies and equipment, to share experience and improve professional skills. The competitions will determine the effectiveness of the search-and-rescue teams when using various diving and rescue technologies in conditions of time limit and long physical and psychological stress.

The competitions are attended by the teams of EMERCOM regional search-and-rescue units of: North-Western, Central, Southern, North-Caucasian, Volga districts, and Centrospas and Gosakvaspas squads. Single teams of search-and-rescue units on a payroll of the RF subjects and municipal entities are also participating in the competitions: city of Moscow, Udmurt Republic, Krasnodar territory, Voronezh, Samara, Tyumen, Yaroslavl regions. Several teams of rescue units of foreign states and organizations out of Russian EMERCOM system are taking part, too.

Each team consists of 6 rescuers or scuba divers certified for diving and underwater operations.

The draw ceremony took place on 10 May and established the order of performance. The competitions include several categories of distances. For example, the category – search-and-rescue operation in water area � takes place at a depth of up to 6 meters and consists of exercises combined in two blocks three stages in each. During the performance the divers use search-and rescue and technical diving technologies.

Competitions in Diving Medicine take place in a pressure chamber complex and include solving the situational tasks in medical support of descent, resuscitation of an “injured”, rendering help to �emergency diver� after their evacuation on the surface, etc.

Free diving takes place in three stages at indoor 50-meter swimming pool: relay race flippers swimming, underwater swimming with hold breathing; search, lifting from a depth of 3 meters and evacuation of the �injured� on the surface.

Scuba competition consists of 3 tasks at a depth of 1.6-7 meters.

There are several competitions held as part of competition among scuba divers: contest of search-and-rescue and technical diving technologies; photo contest; video contest; artistic works contest. To participate each team has to submit their works: photo, video, pictures.

Training and methodological muster for diving specialists and diving doctors of EMERCOM takes place at the same time � from 10 to 17 May. The muster is held to improve knowledge and practical skills of the participants concerning organization and observance of safety measures in diving descents and operations, as well as to prepare and give an examination to diving specialists and doctors of EMERCOM to qualify for leading and medical support of diving operations and to give diving qualifications.

In April 2012 a muster with heads (deputy heads) of juridical units of EMERCOM territorial bodies and organizations was conducted for the first time in Spasatel Health Complex.

The muster was summoned under the leadership of the Head of EMERCOM Legal Department O.G. Bezbabnov to raise theoretical and practical levels of the specialists of juridical units of territorial divisions and organizations of the Emergency Ministry, to solve problems arising in the area of law enforcement in their activity, as well as to improve effectiveness of their work aimed at legal reasoning of actions by officials of territorial bodies and organizations of the Ministry.

The muster discussed urgent questions of legal reasoning of EMERCOM territorial bodies and organizations, of social protection of the EMERCOM personnel, of organization of work to protect the interests of EMERCOM in Russian courts, of monitoring of law enforcement in the Russian Federation, of preparing legal acts of EMERCOM divisions considering requirements of anti-corruption laws, as well as of priority areas of activity by juridical units of territorial divisions and organizations of the Ministry.

The participants of the muster heard the following speakers: Secretary of State, Deputy Minister of the Russian Federation for Affairs of Civil Defense, Emergency Situations and Disaster Relief V.A. Puchkov, representatives of the Russian Ministry of Justice, Federal Antimonopoly Service, Chief Military Prosecutor’s Office, Association of Lawyers of Russia and structural subdivisions of the central office of EMERCOM.

Memorial to EMERCOM veterans opened in Moscow at Kremenchugskaya street on 4 May 2012

On 4 May 2012, a ceremony took place to open a memorial to EMERCOM veterans in Moscow at Kremenchugskaya street, next to the National Emergency Management Center.

The ceremony was attended by the Minister of the Russian Federation for Affairs of Civil Defense, Elimination of Consequences of Natural Disasters and Emergency Situations, Hero of Russia, General Sergey Shoigu Secretary of State – Deputy Minister Vladimir Puchkov, First Deputy Minister Ruslan Tsalikov. “This memorial is a tribute to the veterans. Rescuers and firemen from all over the country donated funds, and on the eve of the 67^th anniversary of the Victory in the Great Patriotic War I wish the veterans health”, - said Minister Shoigu at the opening ceremony. �In everything else we are always ready to be side by side with the veterans and support them. It has always been so and will be in future�, - added the minister.

Today EMERCOM has 519 veterans’ organizations, with almost 4 thousand veterans of the Great Patriotic War as members. �I wish there were more such monuments in our country reminding us of our fathers� and grandfathers� heroism�, - Said Mr Shoigu.

The opening of the memorial by honored artist of Russia Salavat Shcherbakov is timed to the 67^th anniversary of the Victory in the Great Patriotic War.

The memorial is created on the initiative of the Minister Sergey Shoigu and with support of the All-Russian Non-Governmental Organization �Russian Union of Rescuers�, thousands of people all over Russia donated money.

�This and previous memorials are our tradition, started long ago, this is our tribute to our men. And we decided it to be right that the monuments should be national. EMERCOM employees died in line of duty in Makhachkala

According to preliminary information in Makhachkala at 10:25 and 10:40 p.m. two car explosions near a traffic police field post left 122 victims, including 13 dead (among them 2 EMERCOM employees in line of duty), 83 people hospitalized and 26 were treated on the spot. One person (EMERCOM employee) is unaccounted for. Investigation is underway.

The operation employed 94 people and 23 units of equipment, including from EMERCM – 33 people and 8 units of equipment.

This conference was one of the last where Sergey Shoigu presided as the minister. Therefore, summary of EMERCOM operation over April gradually evolved into summary over 21 years of the Ministry work. Mr Shoigu, addressing the present, noted that this conference was not usual. “At this meeting I would like to sum up 21 years of my work in the ministry and the operation of the Ministry as a whole”, - said Mr Shoigu.

�There were 17 of us at the beginning of our service. All these years we have worked shoulder to shoulder to create our system. We have sought to make it efficient and mobile, step by step we gained priceless experience of saving people’s lives�.

�Today there are more than 300 thousand of us. These are professional firemen and rescuers, supermodern tools and equipment, modern rescuing technologies�, - understressed the minister.

During his speech Minister Shoigu also pointed out that all these years – we have been building up technical equipment, personnel potential, have been introducing advanced scientific developments � and all this for achieving the main purposes.

�Over more than 21 years of operation the Ministry personnel have saved more than 1 million 200 thousand people. We have eliminated effects of more than 27 thousand emergency situations in our country, participated in elimination of more than 400 emergencies abroad. Over the last decade we managed to achieve a positive tendency of annual decrease of the number of fires and people killed in them by 7-8% on the average. Our bomb disposal technicians have defused more than 1 million 300 thousand explosives including more than 45 thousand air bombs.�

�Each figure means firs of all round-the-clock work of our firemen, rescuers, military men, doctors, pilots, psychologists. A very important stage was building anti-crisis management system � the National Emergency Management Center of EMERCOM and 89 regional Emergency Management Centers. Today they arrange to deal with up to 350 emergencies and accidents every day. In lawmaking I would like to distinguish the development of voluntary fire-fighting department�, - the minister stressed.

The largest projects over these years have been building of All-Russian Center for Emergency and Radiation Medicine of EMERCOM of Russia, rescue centers at Baikal, in Vologda region, at Krasnaya Polyana, in the Sayan Mountains, educational establishments in Voronezh, Saint Petersburg, Moscow, Ivanovo, Krasnoyarsk Territory. Today EMERCOM is building 10 arctic rescue centers. Great attention has been given to the development of Ministerial own stuff training system.

EMERCOM institutions of higher education - there are 6 of them in EMERCOM system � have trained more than 26 thousand specialists.

Social protection of the personnel has always been a priority for the Ministry.

A total of more than 17 thousand flats have been provided for the Ministry�s personnel.

Over the last decade the money allowances for military men and employees of the Federal Border Service have been increased by more than 5 times.

�To sum it all up, I would like to say that 21 years of operation have shown that the system has been established and proved to be efficient and needed by the society�, - Sergey Shoigu pointed out.

Though today the minister�s speech was longer than usual, Mr Shoigu listened to all his colleagues reporting on the operation of their divisions for April 2012, they were as well focusing their attention on the achievements of the Ministry over 21 years of its work.

In April according to operational data in the Russian Federation there were 27 emergency situations, 11,543 man-caused fires and 107 accidents on water bodies.

The past month was characterized by flooding in the number of localities in some subjects of Volga, North-Western and Central Federal Districts, spread of wildfires to the houses in Siberia and break-away ice floes with fishermen on the surface.

Firefighters and rescuers over the month saved 8,126 people, according to last-year data the number at the same period was 7,687 people. In April 2012, 938 people died, last April the figure was 1,044 people.

During the meeting, Director of Supervisory Department Y.I. Deshevykh reported on the situation with fires. He noted that earlier, in 2002, in the Russian federation there was a very unfavorable situation with fires. As the result of the fires the number of people killed in them � 19.9 thousand � reached maximum throughout the history of statistics in this area.

To stabilize the situation, the priority was given to improvement of fire prevention and supervision, along with activation of work by all parts of fire protection system in the Russian Federation.

Mr Deshevykh noted that starting with 2002 and until present days, about 50 bills and legal statutes have been approved, the most important among them are the Statute of the State Fire Control and Fire safety Technical Regulations.

On 25 April 2012, for the first time, the Government Resolution � 390 approved the Rules of anti-fire regime in the Russian Federation.

The taken measures have allowed to enhance the quality of fire protection in establishments. The extent of fulfillment the prescriptions has risen from 50 to 90%. In 2011 100% (50 thousand) of schools and 78% of medical facilities for round-the clock service were equipped with the fire safety systems.

The efforts resulted in decrease of the number of fires in whole over the decade by 35.4%, fire death rate � by 39.8%.

For the current period as compared to the last year the number of fires has decreased by 4.4%, the number of people killed in them � by 7.5%, the number of the injured � by 6.6%.

The positive dynamics of decreasing number of fires and people killed in them remains in all Federal Districts.

Maxim Vladimirov, Director of Fire and Rescue Forces reported on the preparedness of the fire and rescue forces to provide protection in the coming summer period and especially on water.

He informed that federal rescue forces and facilities totaled 5,029 (including 3,969 are certified rescuers positioned in 38 subjects of the Russian Federation).

All filed personnel are equipped with necessary tools and equipment for search-and-rescue operations.

At present all forces and facilities are ready to perform their duties in summer period.

If necessary the federal group can be reinforced by search-and-rescue units of Russian subjects and municipal entities, the number of which equals to 29 thousand people, including 19,581 certified rescuers and by more than 10 thousand rescuers-activists from Student Rescue Corpse, Russian Union of Rescuers, Federation of Alpinism, Tourism and Sports Union of Russia, volunteer cynologists.

Mr Vladimirov also noted in his report it was necessary to pay special attention in the regions to maintain the readiness of rescue forces and facilities to perform their duties, that it was necessary to organize a joint duty of EMERCOM Federal Border Service and the State Small Boat inspectorate and to initiate joint preventive measures in educational institutions.

Besides, in is necessary to pay attention to training and mobilization of volunteer rescuers, student rescue squads for rescue operations, as well as to organize co-operation with organizations and divisions of other ministries and agencies, tourist�s firms in this field.

At present it is necessary to use actively administrative resources and lawmaking potential of the Russian Federation subjects, municipal entities to provide protection for citizens, spending their vacations at national parks and other nature reserves, as well as fulfillment by travel agents of the provisions of the law of the Russian Federation of 07.12.1992 � 2300-1 (version of 23.07.2008) �On protection of consumers� on providing safety for their work (service)�.

The said measures will promote further improvement of the situation with accidents on water bodies and decreasing the death rate in the period of vacations.

According to operational data over April in the Russian Federation there were registered 110 accidents on water bodies which is by 48.6% less than at the same period last year. In all, since the beginning of the year there have been registered 295 accidents which is compared with the same period last year less by 32.3%. 154 people were saved in April, last year � 121.

There were no deaths on ice crossings.

These figures were presented by firemen and rescuers to the minister in their reports. The minister in his closing speech once more thanked everybody for their work and addressed the personnel: �We have much to be proud of, but we have a lot of work to be done as well, to retain efficiency and trust of people�.

�The main thing for us, while moving forward, to save this special corporate team spirit and sense of rescue brotherhood and the high level we put for ourselves in the beginning�.

At the end of the conference Minister Shoigu thanked all those who was beside him during all these years, namely his deputies, heads of departments, rescuers, firefighters, military men, pilots, psychologists, veterans, employees of the system � all team of EMERCOM.

Fire in village Tysyatskoye in Tver region contained, 23 people evacuated

10 houses were affected by the fire in the village Tysyatskoye of Kuvshinsky district in Tver region.

The spread of fire was stopped by fire-fighting units and the fire was contained at 18.49.

EMERCOM teams, ambulance brigade and psychologists of the Main EMERCOM Office for Tver Region are working on the spot.

The Central Hospital of Kuvshinsky district is ready to admit patients.

The rooms are ready in Sovetskaya hotel (24, Sovetskaya street, village Kuvshinovo) to accommodate 24 affected people.

71 people and 19 units of equipment including 52 people and 13 units of equipment of EMERCOM are dealing with the after-effects of the fire.

01.05.2012 at 15.55 Emergency Management Center of Central Regional Center of EMERCOM received information from EMC of Tver EMERCOM Regional Office about two homes catching fire in the village Tysyatskoye of Kuvshinsky district. Due to gusts of wind the fire spread ontp another 10 houses and 10 out-houses.

Secretary of State – Deputy Minister Vladimir Puchkov on 30 April opened the Colonel Zhelebin fire station in the South-East of Moscow (Nekrasovka). During opening ceremony Mr Puchkov handed to firemen state and ministerial awards, took a look at the fire station and visited historical exposition.

Besides, the deputy minister appreciated highly professional skills of personnel showed fire-fighting and tactical exercises. Late he answered the journalists’ questions.

“On the territories attached to Moscow the level of fire protection will be increasing and the firefighters will be working under stricter rules”, - told today Deputy minister Puchkov. �According to plans from 1 July 2012 when part of Moscow area will be joined with Moscow city the fire-fighting units will work in a different mode�, - said Mr Puchkov. He pointed out that there are different standards of arrival of firefighters to emergency scene. �All the decisions have been made and reinforced units including motorcyclist-firefighters will work in new territories�.

The deputy minister assured that a life-line and safety system will be improved. New Zhelebin fire-fighting and rescue unit is equipped with modern, advanced equipment. There is a training ground on the territory of the unit and an ambulance car.

�Every day we have 51 thousand people to prevent and put out fires on duty�, - said Mr Puchkov. He added that new programs to develop fire safety system were outlined. The most significant indication is that the number of killed in the fires has halved over the last decade.

In 2013 EMERCOM is planning to provide all personnel of fire-fighting service with housing, said Deputy Minister Puchkov to the journalists.

When the fire-fighting service moved from the Interior Ministry�s to EMERCOM�s area of responsibility there were 5,750 families of firefighters waiting for the housing, today there are 2,000 of them. �In 2012-2013 we are planning to close the waiting list�, - said Mr Puchkov while visiting the fire station �18 in the east of Moscow.

He also said that the Emergency Situations Ministry had developed a bill on social protection of the Federal Fire-Fighting Service employees. �It is now in State Duma and we expect that it will come into force on 1 January 2013�, - said Mr Puchkov.

According to the deputy minister the bill provides for increasing wages and benefits for the Federal Fire-Fighting Service employees by 1.6 times. During his visit to the fire station Mr Puchkov have talked with firemen and volunteers and heard out their problems. One of these the firefighters said was insufficient legal framework.

�It is necessary to make the process for people wanting to join volunteers easiest. So that a person who wants to prevent fires and to propagandize doesn�t have to go through unnecessary procedures�, - said Mr Puchkov. In addition, young employees are provided with housing on the territory of the division straight away.

�For example, a young lieutenant is provided with a comfortable one-room apartment for the time of service, - said Mr Puchkov. � In case the family is getting bigger the housing is improved as well. There is furniture and other necessary things in the flats. The example of this fire station is the model for the rest�.

Before visiting new fire station the deputy minister had visited fair station �18 of Moscow. There Mr Puchkov also talked to personnel and handed them the ministerial awards. He also took viewed the fire equipment of the station.

An event dedicated to the professional occasion Day of Fire Protection took place today at the EMERCOM Academy of the State Fire-Fighting Service.

Traditionally the event was attended by the Secretary of State – Deputy Minister V.A. Puchkov, leadership of the Ministry, personnel of the federal fire-fighting service and veterans firefighters.

On the eve of professional holiday Mr Puchkov addressed firefighters of the country and noted that their courage and high proficiency had always been an integral part of the profession. Heroism and courage of firefighters showed during the Great Patriotic War saved thousands of lives, many unique cultural monuments and abated casualties.

“At present the fire safety system is actively developing. There has been established absolute legislative and regulatory framework, fire-fighting service has been re-equipped and measures have been taken to improve firefighters’ equipment. The number of fires and casualties is steadily reducing. Units of voluntary fire department are being actively built, which will be of serious help to professionals”, - he noted.

Mr Puchkov wished his colleagues success in their hard work, further improvement of professional skills and of course �dry fire hoses�.

Heroism and courage of firefighter,s showed during the Great Patriotic War, saved thousands of lives, many unique cultural monuments and abated casualties. Firefighters were the first to protect people at the time of Chernobyl disaster and did all they could to prevent a catastrophe. You didn’t yield to “fire storm” protecting towns and cities.

You take another�s troubles as your own and are always ready at critical moment to take charge of human lives. These qualities make you true heroes of our time and example to follow for young people. We will always remember the names of firefighters who lost their lives to ruthless fire.

High level of professional training is an integral part of firefighting profession. At present the fire safety system is actively developing. There has been established absolute legislative and regulatory framework, fire-fighting service has been re-equipped and measures have been taken to improve firefighters� equipment. Voluntary fire department units are constantly reinforced by young socially active people.

Your work is hard to overestimate, however it has a price � life-saving.

EMERCOM has one more robotics center which will develop and produce robots for search-and-rescue operations, said acting Emergency Minister Vladimir Puchkov.

Today he took part in opening ceremony of the Robotics Center at the Russian Research Institute for Fire Protection as part of the day of advanced technologies and innovations.

“Robotics is a priority field in arming of EMERCOM units and today the robots perform tasks in conditions where there is a threat for rescuers’ lives”, - Mr Puchkov said. �I hope that in a year we will see new Russian robots�, - he added.

This is the second Robotics Center opened in EMERCOM. The first one acts on the territory of Leader Center.

Mr Puchkov reminded that 43 billion rubles had been allocated to re-equip EMERCOM units within the framework of 5-year program adopted in 2010. �EMERCOM has already purchased new robots, fire-fighting and monitoring systems, unmanned aircrafts�, - Mr Puchkov pointed out.

Today the acting minister familiarized himself with Russian developments in the field of people rescuing and emergency management. Among them – project Okean on creation and operation of underwater apparatuses for crucial objects � shelf, ports, hydropower plants, hydroelectric complexes. On more novice � an emergency warning system of rescuing firefighters in critical conditions on duty, which is able to warn about any kind of emergency even through on-door speakerphone. Besides, a mobile complex was developed within Strelets system allowing control actions of firefighters during fire extinguishing. In case of emergency a sound and light signal goes off which is also transmitted to the head of fire-fighting service and the screen shows coordinates of firefighters location.

A highly sensitive automated system of remote detection of nuclear and radioactive materials allowing concealed radiation control over cargoes, people, raw materials and building materials was presented at the Day of Innovations.

�We closely watch all Russian developments in the field of safety, means of protection, fire-fighting systems. And there are prospective ones among them which in near future will be adopted by fire-fighting and rescue units�, - Mr Puchkov noted.

However, he didn�t single out any particular technologies. �Each of them deserves close and serious attention. The priorities for their adoption will be determined. But all of them are unique�, - concluded Mr Puchkov.

Memorial opening ceremony

27 April 2012 – a ceremony took place at Mitinsky cemetery opening a memorial to the Hero of Russia Inner Service Colonel Y.N. Chernyshev.

On 20 March 2010, a fire started at �38 A, building 26, 2^nd Khutorskaya street, at a four-storey administrative building on a total area of 1800 sq. meters, the fire was given a class Fire �3.

By the time the first fire-fighting and rescue units started to arrive, the heat insulating material was intensively burning under lining panels from the first floor up to the attic. The cause of fire was violation of fire safety rules during electric welding.

The Head of Moscow Fire-Fighting Service, Colonel of Inner Service Yevgeny Nikolaevich Chernyshev arrived to arrange and take charge of fire extinguishing. Meanwhile the fire was spreading around the ventilated façade and inside the building, where office staff were stuck.

Mr Chernyshev arranged 4 fire-fighting teams, two of which were to search people. Firefighters saved 5 people out of smoke-filled offices in the 4^th floor and attic.

40 fire-fighting units, 6 search-and-rescue teams, Centrospas team, a total of 212 people dealt with the fire.

During fire extinguishing the ceiling of attic floor collapsed, there was a flashover blocking for Mr Chernyshev the way back.

7 units of anti-gas and smoke service were sent to look for him. But by this time the whole attic was caught in flames. High temperatures and debris prevented a search-and-rescue operation.

The RF Presidential Decree �343 of 24 March 2010 for courage and heroism showed during fire extinguishing the Colonel of Inner Service Y.N. Chernyshev was honoured with the title Hero of the Russian Federation (posthumously).

26 years since Chernobyl nuclear power plant disaster

Today at Mitinsky cemetery in Moscow people commemorated victims of radiation accidents and disasters and in the first place those who 26 years ago had dealt with Chernobyl nuclear disaster.

A rally involving more than 300 people took place at the Allay of Glory where 28 firefighters, who were among first victims of the catastrophe, lie.

Emergency Situations Deputy Minister Chief Military Expert Pavel Plat, Deputy Chairman of Federation Council Yuri Vorobyov, leadership of Soyuz Chernobyl Rossii, EMERCOM personnel, families and friends of the victims came today to commemorate the dead. They laid the wraths to the memorial of a firefighter covering fireball with his body, and to three bells of grief.

It has been 26 years since the Chernobyl NPP tragedy which is still known as the disaster of the century.

In 1991, the law on social protection of citizens affected by the Chernobyl disaster was adopted. Later the law became a basis for transition to program methods to solve problems of contamination territories and people affected by radiation. Social and radiation rehabilitation programs were developed for people and territories affected by nuclear accidents.

Beginning with 1992 the special purpose programs to overcome aftermath of radiation accidents and disasters, to protect children from Chernobyl accident effects, and to provide housing for those participated in elimination of Chernobyl NPP disaster have been actively implemented.

Due to implementation of these programs it became possible to ensure safe residence and activity on contaminated territories. From 1994 to 2011 in contaminated territories there have been built more than 4 thousand gas systems, more than 500 km of water supply system, more than 900 thousand sq. meters of housing for refugees and citizens of contaminated territories, hospitals with more than 5 thousand beds, clinics for more than 10.5 thousand visits during a shift.

Besides special attention was paid to development and implementation of measures to protect health of the citizens affected by radiation, including targeted specialized medical help, first of all to those participated in elimination of nuclear accidents, many of whom continue working in EMERCOM system.

Within the target program special medical centers for those affected be radioactivity were built and equipped in the Federal Districts in the following governmental medical facilities:

- The Nikiforov Russian Center of Emergency and Radiation Medicine, EMERCOM, consisting of 2 clinics fully equipped with latest equipment and advanced medical technologies;

- Russian Scientific Center of Radiology and Nuclear Medicine, Moscow

- Rostov State Medical University, Rostov-on-Don;

- Medical Radiology Scientific Center of Russian Academy of Medical Sciences, Obninsk;

- Regional Center of Radiation and Environment Medicine, Barnaul;

- Medical and Sanitary unit in Kasli, Chelyabinsk Region;

- Bryansk Clinicodiagnistic Center, Bryansk.

Every year these centers provide special medical treatment for more than 3 thousand people. Another serious step was made the year of 25^th anniversary of the Chernobyl NPP disaster – Federal special-purpose program “Overcoming aftermath of nuclear accidents for the period up to 2015”, approved by Resolution of RF Government of 29 June 2011. The aims of the program relate to both elimination of after effects of Chernobyl disaster and prevention of similar accidents. Necessary safe infrastructure is being created for those living in contaminated territories, as well as a complex of measures in the area of health protection for the radiation affected is being developed and implemented, monitoring and prognosis systems in contaminated territories are being improved, the informational and social and psychological rehabilitation of the affected is being enhanced.

In 2011, 44 facilities were restored and put into operation in Altai Territory, Kaluga, Oryol, Tula and Kurgan Regions. Created infrastructure allowed improved living conditions for the people living in contaminated territories. In order to render targeted medical help to the people affected by radiation the Nikiforov Russian Center of Emergency and Radiation Medicine was equipped with more than 100 types of specialized medical equipment designed for their complex treatment.

Russian EMERCOM humanitarian center open in Serbian Nis today

Today, 25 April, EMERCOM delegation headed by the Deputy Minister Vladimir Puchkov arrived in Serbian Nis to attend the opening ceremony of the Russian-Serbian Emergency Humanitarian Center.

Serbian authorities led by First Deputy Prime Minister and Minister of Internal Affairs Ivica Dačić met the Russian delegation at the airfield.

After the meeting, the delegates handed over Russian humanitarian cargo, reviewed the combined EMERCOM demining unit and the Humanitarian Center building.

Then the delegation proceeded to Nis’s city hall to attend negotiations and sign an inter-government agreement on foundation of the joint Emergency Humanitarian Center in Nis and its charter.

The primary aims of the Center will be humanitarian demining, response to wildfires and other natural disasters and staff training.

Anti-fire aviation of the Emergency Situations Ministry will be on duty at the Center, it will be able to respond quickly to large wildfires in Europe.

Currently, the constant location of one EMERCOM helicopter in Nis is being negotiated. Earlier Russian helicopters Mi-26 and Ka-32 and a fire-fighting jet Be-200 were temporary located in Serbia.

There will also be constantly stationed 4 representatives of Russian EMERCOM – employees of the joint directorate of the Humanitarian Center who will deal with practical issues of co-ordination and emergency response.

Exhibition �85 years to the State Fire Control� was opened in State Duma of the Federal Assembly of the Russian Federation on 24 April 2012 at 14:00

An exhibition “85 years to the State Fire Control” timed to the anniversary of the Federal State Fire Control is held from 23 to 27 April 2012 at the passage gallery between the old and the new buildings of the State Duma of the Federal Assembly of the Russian Federation.

The exhibition shows paintings, photographs and children’s drawings on the subject of building of fire safety system in Russia and the anti-fire subject in whole. In addition, the guests have a chance to see historical magazines and books with information on foundation and development of fire department dated as early as 1916. The most interesting are decorations of fire department employees and medals awarded to firefighters.

Two liquid-crystal plasma display panels in the gallery show films, videos, slides and cartoons about safety of life.

Representatives of State Duma and EMERCOM made speeches at the opening ceremony.

Over the past decade the number of fires has reduced by 35.2%, the number of people killed in them – by 40.5%, the property worth more than 323 billion rubles has been saved.

These results were achieved thanks to co-operation of the State Fire Control units and executive authority bodies of all levels, heads of productions, companies, fire-prevention organizations.

The Federal Law �Fire safety technical regulations� �123-FZ of 22 July 2008 represents a new level of fire-safety technical regulation. Within the framework of the law�s implementation there have been built 600 fire stations, which increased by 12% the number of settlements covered by fire department units, the number of establishments equipped with fire detecting systems in good order has increased by 78%, and by 81% - establishments with warning systems, in 2010 and 2011 11 thousand people were saved from deaths in fires.

Each year more than 600 thousand establishments are checked. More than 1.5 million Russian citizens are trained in specialized training centers of the Russian Emergency Ministry. The Fire Control employees run preventive measures to promote fire safety requirements covering more than 10.5 million people. 22 thousand Young Fire Brigades consisting of 24.5 thousand teenagers have been set up and are successfully operating in schools. 59.5 thousand students are studying in 2 thousand cadet�s classes of EMERCOM. Each year more than 11 million issues of graphic and visual materials on fire safety are spread among residential blocks, productions and organizations.

Open Indoors Fire-Applied Sport Championship of Russian Emergency Ministry among educational institutions

From 19 to 20 April training and sports complex of Ivanovo Institute of the State Fire-Fighting Service held Open Indoors Fire-Applied Sport Championship of the Russian Emergency Ministry among educational institutions.

“Calico kingdom”, �City of brides�, �Russian Manchester�, �Homeland of the first Soviet�, �Textile capital�- the diverse city of Ivanovo met its guests heartily and friendly. At the opening ceremony the Deputy Minister for Affairs of Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters Alexander Petrovich Chupriyan congratulated all guests and athletes on the beginning of the Championship and 75^th anniversary of the fire-applied sport. Representatives of Ivanovo city administration, Ivanovo State Duma and veterans of fire-applied sport made welcoming speeches and wished good luck.

The spacious sports ground built last year pleasantly surprised the guests and athletes by its convenience, sports gear, space, light and colorful design. Ivanovo Institute of the State Fire-Fighting Service and particularly the Department for fire-fighting, drill and fitness, made their best to implement the building project of the training and sports complex equipped with everything necessary to bring up new champions and record holders. At the opening ceremony Mr. Chupriyan thanked the Institution staff – devoted people, enthusiasts, whose efforts gave us this wonderful building. Modern decking, new apparatuses and technical maintenance - everything in the ground is designed to receive highest level sport events. And the category of the Championship and the class of participants’ skills could match those of international competitions. The excitement was even stronger due to the fact that the national sports team of the Russian Emergency Ministry will be formed based on the Championship results to participate in I International World Fire-Applied Sport Championship among young people which will take place in the city of Plovdiv from 19 to 24 June.

Sport among young people and students is one of the priority areas of the EMERCOM Central Sports Club, because it is educational institutions that train future fire-fighting specialists. Today�s students and cadets tomorrow will be rescuers and firefighters. Skills they acquire through sport will no doubt be of use to them in future. But fire-applied sport is popular not only with Russian Emergency Ministry employees, it attracts more and more supporters each year. Three civil institutions of higher education participated in the Open Fire-Applied Sport Championship of Russian Emergency Ministry among educational institutions. This is not surprising, as fire-applied sport, unlike other sport, is not a mere competition, besides sports excitement it conveys a strong message, the concept of good and courage, it also teaches people how to act in emergency situations.

88 athletes from 8 EMERCOM educational institutions competed for championship on race tracks: Saint Petersburg EMERCOM University of the State Fire-Fighting Service, Ivanovo, Urals and Voronezh Institutes of the State Fire-Fighting Service, EMERCOM Academy of the State Fire-Fighting Service (Moscow), as well as teams of Saratov State Agrarian University, Voronezh State University of Architecture and Civil Engineering and Ufa College of Radio electronics participated in the main start for students and cadets. The standards were high as there were 5 International class Masters of Sports; 23 Masters of Sports of Russia; 43 candidates Master of Sports of Russia. Among the famous athletes there were World Champions Albert Loginov (Ivanovo Institute of the State Fire-Fighting Service), Sergey Afanasief (Ivanovo Institute of the State Fire-Fighting Service), Alexey Kislyakov (EMERCOM Academy of the State Fire-Fighting Service), Vladimir Sidorenko (Voronezh State University of Architecture and Civil Engineering), Ruslan Khubetsov (Saint Petersburg EMERCOM University of the State Fire-Fighting Service), Andrey Kornilov (Saint Petersburg EMERCOM University of the State Fire-Fighting Service), Alexey Kalinin (Voronezh State University of Architecture and Civil Engineering).

Considering the athletes and the level of competition it was obvious that the students� sport is not a backup of fire-applied sport but a sports talent foundry. It is educational institutions that play a key role in accustoming students and cadets to sport and training of new champions.

The sportsmen competed in three main sport events: ascending a hook ladder to the 4^th floor of training tower, obstacle course and double event. A close contest among rescuers and firefighters representing Ivanovo Institute of the State Fire-Fighting Service, Voronezh State University of Architecture and Civil Engineering, Saint Petersburg EMERCOM University of the State Fire-Fighting Service, Urals Institute of the State Fire-Fighting Service developed in final rounds. All the finalists were famous athletes, World Champions. The sportsmen were fighting for even fractions of seconds. On the second floor of the training tower Andrey Kornilov (Saint Petersburg) fell and was only the 4^th with the result of 15 seconds. Vladimir Sidorenko (Voronezh State University of Architecture and Civil Engineering) who had shown the best time in preliminary rounds (12.93 s), overcame the distance in 13.76 s and won the silver. The first champion of the Open Championship became within the walls of his Institute the Ivanovo citizen Albert Loginov (Ivanovo Institute of the State Fire-Fighting Service) � 12.98 s.

But in the second event of the program � 100-meter obstacle course � the athletes from Saint Petersburg showed the best results. As many as 3 sportsmen of Saint Petersburg EMERCOM University of the State Fire-Fighting Service met in semi-finals. Young athlete Sergey Shekherev (Saint Petersburg EMERCOM University of the State Fire-Fighting Service) was the first on this distance showing the result of 16.62 s and outstripping the famous competitors. His fellow-townsman Ruslan Khubetsov (Saint Petersburg EMERCOM University of the State Fire-Fighting Service) won the silver (18.95 s), Vladimir Sidorenko (Voronezh State University of Architecture and Civil Engineering) � was left with the bronze (22.32 s).

In the double event the best again was Albert Loginov (Ivanovo Institute of the State Fire-Fighting Service) � 28.92 s, Vladimir Sidorenko (Voronezh State University of Architecture and Civil Engineering) won the second place � 28.96 s, Ruslan Khubetsov (Saint Petersburg EMERCOM University of the State Fire-Fighting Service) became the third� 29.08 s.

The main trophy of the Championship � the Winner Cup � went to sports team of Saint Petersburg EMERCOM University of the State Fire-Fighting Service. The silver prize was given to the team of Ivanovo Institute of the State Fire-Fighting Service. The bronze was taken by the athletes of Voronezh State University of Architecture and Civil Engineering.

The Championship became the main student start of this anniversary 75^th season of fire-applied sport. There are no doubts that junior national team will be able to represent our country properly at I International World Fire-Applied Sports Championship among young people in the city of Plovdiv. But the athletes had a lot of hard work ahead, because at International Championship there are very serious competitors, such as Belarusians, Ukrainians, Czechs. The members of the national team are going to train hard starting with May. And we will support our sportsmen in Bulgaria!

EMERCOM of Russia on 23 April 2012 held a teleconference led by Secretary of State, Deputy Minister Vladimir Puchkov. The meeting discussed operational situation in the territory of the Russian Federation over the past week and a number of other issues.

Over the reporting period according to operational data in the Russian Federation there were 5 emergency situations, 2,957 man-caused fires and 41 accidents on water bodies. 1,613 people were saved, 227 - died.

Fire-fighting and rescue units were involved in elimination of road accidents more than 2,000 times. 1,867 people were saved.

Due to the deterioration of the wildfire situation the Far Easter Regional Center of Emergency Ministry was brought into high alert state on 20 April.

The most difficult situation developed in Trans-Baikal Territory and Amur Region. In Trans-Baikal the steppe fire spread to residential areas and destroyed 32 houses in 3 villages.

According to operational data at present there are 48 seats of wildfire in the Russian Federation, the area of active burning is 39.24 ha, all the seats are in the forestland.

During the meeting, the Secretary of State, Deputy Minister Mr. Puchkov suggested that all territorial bodies of EMERCOM should once more plan and undertake mapping exercises in all regional centers, during which they should work out the problems of all-level command centers deployment and communication arrangement, and in case the wildfire situation deteriorates in RF subjects to put RSChS territorial subsystems in adequate modes and to bring controlling bodies, forces and facilities of EMERCOM on a stand-by.

The positive tendency was decreasing of the number of emergency situations related to floods. As of today 17 villages remain partly flooded in Siberian, Volga, North-Western and Central Federal Districts. More than 570 people were relocated from the villages.

Control over preventive measures is being continued. As of 23 April, more than 3.5 thousand task forces were employed to deal with precautionary measures, more than 330 km of ice was sawed through, over 31 sq. km of ice was blackened and 812 blasts of ice were carried out.

As the fire-dangerous period has begun and the May holidays are near, the Russian Emergency Ministry reminds Russian citizens that each of us can contribute to fire safety provision in cities and villages. Prevention of fires is a common cause and it is highly important during this period to comply with necessary fire-safety rules.

Unfortunately, each year there is an increase of wildfires during this period, due to undergrowth burning, including during agricultural work, to burning of waste in dachas and framlands, and to careless fire handling in the country, forests, near dacha associations.

EMERCOM of Russia insists that all Russian citizens living in the country or spending holidays at the nature be especially careful and watchful.

Remember, that a fire is easier to prevent than to put out.

Do not endanger your life and the lives of your loved ones.

Protect your house and property from fire.

Observe fire-safety rules:

· do not set fires in the forest;

� be careful with matches and other inflammable materials, do not throw away unextinguished cigarettes;

� do not burn waste on your summer cottage land or near forests without necessity. Remember that it is especially dangerous when the wind is strong;

We remind parents: take care of your children, to prevent a prank turn into big fire.

More than 50 people appealed to Emergency Ministry psychologists after the fire in the village of Tygda in Amur Region

From the first hours of the tragedy Emergency psychologists worked on the accident scene along with rescuers and firefighters. The specialists from Moscow, Khabarovsk and Blagoveshchensk, 20 people in all, supported people who had experienced strong emotional shock, whose life was in a moment changed by this emergency situation.

All necessary help was provided to people in the spot, including during evacuation, in temporary shelters and humanitarian aid release stations.

Emergency psychological aid was needed to 59 citizens of Tygda applied for it. In addition, the specialists rendered informational and psychological support on the hotline phone which received 119 calls.
